Shine Assist partners often begin their work during the grant application process in order to fully build out their desired model for program implementation. Our Shine Assist grant development team has had tremendous success in applying for federal funding over the past decade, including applications through replacement grants and the Designation Renewal System (DRS). Since the launch of DRS grant competitions in 2012, we have helped partners successfully apply for and retain more than $300 million in federal funds for Head Start, Early Head Start, and Migrant/Seasonal programs.

RFP/Application Support


  • Joint development of RFP strategy and approach
  • Identifying and understanding diverse community stakeholder needs
  • Facilitation of initial on-site meetings
  • Weekly status meetings with RFP coach and team
  • Ongoing editing and review of all RFP documents
  • Budget scenario modeling to support quality improvements 
  • Application template and supporting materials including sample letters of support
  • Top-level commitment to doing whatever is necessary to ensure successful application submission
