Both Shine Assist and Shine Implement partners often begin their work during the grant application process, when agencies have an opportunity to either re-imagine or fully build out their desired programmatic model. Our Shine Early Learning grant development team has had tremendous success in applying for federal funding over the past decade, including applications through replacement grants and the Designation Renewal System (DRS). Since the launch of DRS grant competitions in 2012, we have helped partners successfully apply for and retain more than $400 million in federal funds for Head Start, Early Head Start, and Migrant/Seasonal programs.
